Vesic Announces Amendments to Law on Construction: Quicker Issuing of Permits and Mandatory Insurance Policy

The minister of construction, transport and infrastructure of Serbia, Goran Vesic, announced this Tuesday at the expert conference on Kopaonik amendments to the Law on Planning and Construction, in the sense of greater transparency and acceleration of procedures, but also much bigger obligations and responsibility of investors.

As he emphasized, opening the panel “Green Construction as an Integral Part of a Sustainable Future”, one of the goals of the amendments are incentives in green construction. He also said that, as a polluter, the construction sector needed to take care of the environment and that the ministry intended to regulate the field. Vesic said that the obtaining of building permits will be accelerated, but that investors would have greater obligations. Above all, before establishing the foundations, they will have to pay the insurance policy in order to protect all the citizens who could be jeopardized by that construction.

– We want the process to accelerate, we intend to introduce the obligation for investors in obtaining the building permit, whereby they would have to prove that they have damage insurance toward a third party – Vesic said. – This means that all investors will have to have a policy. The policy will be more valuable if the area features old buildings. That way, all those who suffer the damage can be paid. That hasn’t been the case so far.


In addition to that, Vesic emphasized that builders, when obtaining the exploitation permit, would have to provide proof that the construction waste had been handed over to the operator, that is, that they had disposed of it properly. That should solve the majority of the problems of illegal landfills.

Vesic said that all investors would have to submit a study on the state of all local roads before the construction begins, so that the culprit could be penalized and obligated to bring the roads back to their original state.

The amendments to the regulations also entail the new rule whereby the obligation for each third parking space in buildings to have an electric charger is to be introduced.
