EXPO 2027: Tenders for Works up to RSD 24 Million Can Be Carried Out Without Public Call

The Government of Serbia has adopted the Decree which will regulate the future public procurement procedures related to the realization of the international specialized exhibition EXPO Belgrade 2027.

The Decree on the rules of the procedure of the procurement of goods, services, or works necessary for the realization of the international specialized exhibition EXPO envisage that the limits for carrying out the public procurement procedure for which a public call for bids is announced for all interested companies are RSD 12 million for goods and services and RSD 24 million for works. For procurement procedures of a lower value, bids are collected in the way that the procuring party chooses the business entities which are, “according to the findings of the procuring entity and based on the results of the market research, capable of carrying out the procurement” and sends an invitation for the submission of bids to those business entities.

– In the procedures of the procurement of goods and services, whose estimated value is RSD 3,500,000 and less, that is, in the procedures of the procurement of works whose estimated value is RSD 6,000,000 and less, the procuring entity sends an invitation for the submission of bids through the Portal and, if it believes that it is necessary, the contest documentation as well, to one or more business entities which are, according to the findings of the procuring entity and based on the results of the market research, capable of carrying out the procurement – the Decree says.

For procurements up to 12 and 24 million dinars respectively, the procuring entity needs to send the invitation to the addresses of at least three companies.

– In the procedures of the procurement of goods and services whose estimated value is RSD 12,000,000 and less, that is, in the procedures of the procurement of works whose estimated value is RSD 24,000,000 and less, the procuring entity sends an invitation for the submission of bids and the contest documentation through the Portal to the addresses of at least three business entities which are, according to the findings of the procuring entity and based on the results of the market research, capable of carrying out the procurement – it is said.

For prices above that, a public call is to be opened as well.

– In the procedures of the procurement of goods and services whose estimated value is RSD 12,000,001 and more, that is, in the procedures of the procurement of works whose estimated value is RSD 24,000,001 and more, the procuring entity opens the public call for the submission of bids on the Portal for all interested business entities – it is said.

The Decree also says that, in the procurement procedure, the procuring entity awards the contract to the economically most favorable bid based on the price or the price and quality ratio, that is, the cost and quality ratio.


Let us remind that, in October last year, the National Assembly of Serbia adopted the special law (lex specialis) on special procedures for the construction of special facilities for the international specialized exhibition EXPO Belgrade 2027 and the National Stadium, whereby the application of the Law on Public Procurement Procedures is excluded.

The law says that the investor in the facilities for the exhibition, accommodations of the guests and the National Football Stadium is the Republic of Serbia or the company it will found, and which will have the rights and obligations of the investor.

This, according to the law, special company, as well as the special-purpose entity, will not implement the stipulations of the law that regulates public procurement procedures.
