The Government of Serbia adopted the Bill on Amendments to the Law on Road Traffic Safety, which, as stated in the announcement, "protects the country's economic interests and contributes to better traffic safety."

The amended legal proposal, among other things, establishes the legal framework for testing autonomous vehicles on the roads which will make Serbia one of the leaders in Europe according to the Government statement, thereby also resolving the issue of the deficit of professional drivers, considering that a large number of younger drivers have decided for work in other countries. It will remove obstacles for the modification of used motor vehicles, when it is determined during their import that they are not fully compliant with proscribed technical conditions.

Also, the changes include provisions on railway crossings, where, following the example of developed European countries, two-color traffic lights will be introduced, which proved to be a more effective solution. In line with that, the introduction of a new signaling term informs the road traffic participant that the device at the road/railway crossing is broken and that increased caution is therefore required.

These amendments to the Law clarify and simplify the procedure for determining vehicles of historical importance (oldtimers) and establish the basis for the development of autonomous vehicle technology, while at the same time enabling the implementation of the ePapir Program.


When it comes to the penal provisions, the penalties for disobeying the "mandatory direction" signs are being increased for truck drivers transiting through Serbia who avoid using the highway due to the toll collection, thereby significantly damaging lower-level roads and simultaneously endangering the traffic safety on those sections.

The toll for the entire section of the Subotica-Belgrade-Presevo highway is RSD 14,470, and the proposed maximum fine is RSD 50,000 or 25,000, if paid within eight days of receiving the fine.
