New electronic service of cloud-based eStamp introduced

The Ministry of Information and Telecommunications of Serbia has announced that the Office for Information Technologies and Electronic Government has introduced a new service – cloud-based eStamp, whereby it has become the first provider of this electronic service in Serbia. The service entails the control of a qualified means for the remote creation of an electronic stamp and enables public administration institutions to fully freely use electronic stamps without the physical picking up of the certificate.

Minister Dejan Ristic said that the competent ministry had assessed the harmonization of said service and proposed to the government to determine that the Office for IT and eGovernment had met all the proscribed requirements for the provision of that service, as also confirmed at the government’s session.

– The establishment of this service will considerably contribute to the improvement of the electronic operations of the state administration organs, and direct benefits will be felt by all the users of services of electronic government by securing even more efficient operations of the institutions – he said.

The director of the Office for IT and eGovernment, Mihailo Jovanovic, pointed out that the advantages of the new service compared to the traditional eStamp on a card are higher security and reliability, quicker access and reduction of costs for the institutions. Jovanovic said that the Office for IT and eGovernment provided that service for free for the public administration, and that the period of validity of the issued eStamp was up to five years. He added that the implementation of the cloud-based eStamp additionally facilitated the provision of electronic services and made the public administration even more efficient.

The service entails the issuing of a qualified certificate and the accompanying pair of cryptographic keys, where the private key serves to create the stamp, and the public key serves to validate it. All the certificates are safely stored in the State Data Center, which ensures a high level of security and reliability, so that institutions can safely use them remotely through the web service, by integrating them with their information systems.


For all information and application related to the new electronic service of the remote eStamp, the email [email protected] is available. The procedure for obtaining an electronic stamp consists of filing a request with the accompanying documentation, connecting with the information system of the user and the ceremony of key generation.

The service is meant for all state organs, organizations of the provincial autonomy, local self-governments, public enterprises, as well as legal and natural persons to whom public authorizations have been entrusted.

The ministry also reminds that the state organs are obliged, before obtaining the stamp, to obtain approval from the Ministry of Public Administration and Local Self-Government regarding the content and the appearance of the stamp, as well as that the request for obtaining the approval can be filed electronically, on the eGovernment portal, the government says in its announcement.
