ePisarnica launched - Complete over 2,000 transactions with the state online

A new electronic service on the eGovernment portal called ePisarnica has officially been launched and presented to citizens who came to submit requests the traditional way at the counters of the New Belgrade municipality offices.

Citizens and business entities will no longer have to wait in lines - now they can complete more than 2,000 tasks, transactions and requests online, through the eGovernment Portal, thanks to the introduction of modern electronic office business in public administration, according to the website of the Ministry of State Administration and local governments.

Jelena Zaric Kovacevic, Minister of State Administration and Local Self-Government, stated that citizens will not have to waste their time, that the eAdministration Portal has its own digital counter that is available to users 24/7, which they can easily access and complete what they need with just one click. She explained that citizens are enabled to submit a request electronically and simply via their mobile device or computer, to follow the progress of the case and wait for the decision or other requested document to be delivered to them in electronic form, in their eInbox (eSanduce). As she stated, thanks to ePisarnica, citizens do not need to know the exact name of the procedure, who is responsible for its implementation, whether there is a special form that needs to be filled out and what additional documentation should be submitted.

By searching for a keyword, citizens can find the desired service and start the procedure. The portal forwards the request to the competent institution, and if it is necessary to attach a document necessary for a decision, the official will send the party a notification about it. Everything is faster and more efficient, Minister Zaric Kovacevic explained, and added that through the same service, an appeal can be filed against the received decision, if the law so provides. Thanks to the unique number, there is no need to start a new case nor to start from the beginning. If needed, the second instance authority can receive all the documentation from the case through the system and decides on the appeal.


Communication takes place exclusively in electronic form so that, in the end, the appropriate decision, certificate or other document arrives in eInboxes on the eGovernment Portal, and users receive a notification about this via email or SMS, Zaric Kovacevic said.

She explained that the only thing citizens need to do in order to be able to use the benefits of the new service is to become eCitizens and invited them, if they have not already done so, to open an account on the eGovernment Portal and obtain their digital "identity card", i.e. to obtain a qualified electronic certificate or a certificate on a mobile phone. As she said, citizens can obtain that quickly at post offices throughout Serbia.
