Urban Projects Commissioned for Construction of Solar Power Plants Kolubara A and Morava – Building Permits at End-2025

According to the technical specification, EPS plans to build the solar power plant Morava with an installed power of around 45 MW, in the location of the ash and slag disposal site of the thermal power plant Morava.
In the ash and slag disposal site location, the coal disposal site and other available zones of the TPP Kolubara A, the plan is to build the solar power plant Kolubara A with an installed power of around 71 MW.
Both projects also encompass works on the closing of the landfills and their remediation.
The expected completion deadline for the preparation of the investment-technical and spatial planning documentation, as well as the obtaining of the building permit, is the end of 2025.
The value of the job has been estimated at RSD 20 million, and the tender expires on April 10. Other details (in Serbian) can be found HERE.
The construction of solar power plants on the ash disposal sites of thermal power plants and coal disposal sites has been announced for some time now.
The adviser to the director of EPS, Vladimir Siljkut, stated a year ago that, when the oldest thermal power plant, Morava and Kolubara A, closed, the plan was to build solar power plants at their ash disposal sites.
Dusan Zivkovic, the acting director of EPS AD, stated in February this year that what was being considered at that moment and what was current were the solar power plants in the locations of the TPP Kolubara A, the TPP Morava, the location of the TPP Kolubara B, the external disposal site of the Open-Pit Mine Tamnava Istok, the internal disposal site of the Open-Pit Mine Tamnava Zapad, the disposal site of TENT B – case 3, Klenovnik and Srednje Kostolacko Ostrvo.
By the way, the closing of TPP Morava had been announced by the end of 2023, and there had been similar announcements about the TPP Kolubara A.
Last autumn, the Energy Community Secretariat initiated a procedure against Serbia for violating the Large Combustion Plants Directive in the case of the Thermal Power Plant Morava, which continued to operate despite the expiry of their limited lifetime derogation period.
