System of eInvoices Moving to Cloud – Semiautomatic Filling Out of VAT Returns Planned Too, Tenders Worth EUR 15 Million

The Ministry of Finance has published two tenders for the upgrade of the eInvoices system, which pertain to semi-automatic collection of data for the electronic registering of the VAT and the moving to a cloud-based system. The jobs are estimated at around RSD 1.72 billion in total (close to EUR 15 million).

The first tender entails the development of modules for supporting the procedures related to the collection of data for the electronic registering of the VAT for the users of the eInvoices system.

The module, as said, should be developed and implemented on the same technical-technological bases as the system of eInvoices. It needs to be adequately connected with the database of the eInvoice system and all the existing services that are integrated with the eInvoices system. It also needs to be able to connect with external systems which could be sources of the information needed for the electronic registering of the VAT, in the sense of data exchange.

The tender is worth around RSD 497 million and it expires on November 3. Details (in Serbian) can be found HERE.

The second tender is split into two lots and aims to move the eInvoice system to a cloud-based system.


The first lot pertains to the procurement of a new central module of eInvoices for a cloud-based environment, the procurement of a module of e-bills of lading for a cloud-based environment and the migration of the eInvoice system to a cloud-based infrastructure within the state data center in Kragujevac.

The second lot entails securing a suitable cloud-based infrastructure for a period of 18 months.

This job has been estimated at RSD 1.2 billion.
