This strategic document, prepared by experts of the German Development Cooperation – GIZ Impakt, envisages the achievement of sustainable waste management in three phases in said area, which generates around 200,000 tons of waste annually, according to the estimates.
The regional waste management plan envisages the most acceptable ways of collecting waste in the region (in the municipalities), the ways of separation, waste processing, measures for reducing the production of waste and education of the populace.
The plan entails the construction of recycling centers, transfer stations, green waste composting facilities and regional landfills. Considering the worldwide tendency to reduce the disposal of waste and the fact that the EU regulations envisage a reduction of the disposal of waste by 60%, the Waste Management Plan for the region has been prepared in line with such requirements.
The plan also envisages the closing of garbage disposal sites in all the municipalities which belong to the region after the regional waste management center with a regional landfill is put into operation. The closing of local garbage disposal sites is the obligation of local self-governments under the Law on Waste Management and entails the preparation of project-technical documentation, where experts will define the ways of closing and recultivating the local garbage disposal sites. The current ones are to be closed in line with all the ecological standards of environmental protection and health and safety of the populace.
The location of the regional landfill is defined by this plan. The plan defines five potential locations chosen based on a detailed comparative method and they will be analyzed in detail through the next phases: preparation of a preliminary feasibility study, a feasibility study with an analysis of costs and benefits and all other documentation required by the law of the Republic of Serbia and the EU regulations.
