Decision on buyout of construction parcels in Novi Pazar reached – Construction of biomass-powered heating plant in spring 2019

The construction of a biomass-powered heating plant, a street and the space for educational and recreational activities for the pupils and students at the primary and secondary schools in Novi Pazar are important projects for this town, but with a short realization deadline, Danas writes.

The first requirement is the securing of construction parcels. The decision on the transfer of ownership of seven construction parcels, four with compensation and three without, was reached at the session of the Town Assembly of Novi Pazar.

Four construction parcels for the construction of the biomass-powered heating plant will be bought out from the holding company Raska, in bankruptcy. This area of nearly 1.5 ha features a waste water treatment plant and a boiler facility. The plan is for the construction of the biomass-powered heating plant to begin in the spring of 2019 and for it to be operational in time for the 2019/2020 season.

The value of the construction of the biomass-powered heating plant and the heating pipeline is EUR 3.6 million, and the funds come from a loan from the German Development Bank KfW. Assistant Mayor Faruk Suljevic says that, by the end of the year, the construction permit should be secured, following which the Ministry of Energy and the Public Investment Office should open the tender and select the contractor.

– The works should take five or six months. If they are not completed by the beginning of the heating season, the old heating plant will continue working, and the one powered by biomass will be connected to the heating pipeline afterwards – Suljevic explains and adds that the study on the expansion of capacities has shown that the new heating plant can heat around 170 thousand square meters of new space. – The study has shown that we have a good, but unused potential. A large number of public institutions in the town's center are not connected to the heating system. They will all be offered an acceptable price so that they would connect to the town's remote heating system, instead of building their own mini heating plants.


The second decision initiates the procedure of having the ownership over three parcels transferred from public enterprises Srbija Vode and Roads of Serbia to the town of Novi Pazar without compensation. The procedure will be initiated before the Property Directorate of the Republic of Serbia. These three construction parcels, with slightly over 9.9 hectares in total, are meant for the construction of the Wharf Street (Kejska Ulica), passing by the power distribution center.

The ownership of the parcel in Krusevo will be transferred from the PE Srbija Sume to Novi Pazar. A space for educational and recreational activities for the pupils and students of the primary and secondary schools in Novi Pazar will be built on a area of 8.3 ha, Danas learns.
