Implementation of new information system eZUP begins – Six biggest databases in Serbia linked

The Ministry of Public Administration and Local Self-Government reports that the implementation of the information system eZUP, which will provide a quick and simple access to data to the public administration employees and a more efficient and quicker service to the citizens, started on June 1.

– This will enable a consistent implementation of the principle whereby the administrative institutions have no right to ask the citizens for records, certificates and confirmations of the data recorded in official registers, but are to acquire the data themselves – the press release says.

As stated, last year, the state issued over three million birth certificates alone, and eZUP will eliminate the need for citizens to provide such and similar certificates themselves.

It was also stated that a full implementation of the Law on General Administrative Procedure had started on the same date. In the first phase, eZUP linked 14 databases of six big institutions in Serbia – the birth records of the Ministry of Public Administration and Local Self-Government and the databases of the Ministry of Internal Affairs, the Tax Administration, the Pension and Disability Insurance Fund, the National Employment Service and the Central Register of Mandatory Social Insurance.

– The information system eZUP is a sophisticated tool for electronic sharing of data of all public administration bodies, which is a big step forward in the automation of administrative procedures and implementing modern electronic governance in Serbia. This way, the state helps the citizens though quicker and more efficient operations of the administrative bodies, both on the central and the local level – said Minister Ana Brnabic.


For example, a public officer at a police station can now access the marriage record of a person looking to update personal documents due to the change of the surname with only two clicks.

The ministry has organized training courses for the employees in public institutions and local self-governments. This June, the ministry will be monitoring the beginning of the implementation of the new system, as well as the implementation of the Law on General Administrative Procedure.
