Preparation of Commercial Agreement with Chinese Company on Construction of Belgrade-Zrenjanin-Novi Sad Highway to Start

The Government of Serbia has formed the work group for the realization of the project “Construction of the Highway Belgrade (Borca)-Zrenjanin and Zrenjanin-Novi Sad”, whose task it will be, according to the decision, to cooperate with Shandong Hi-Speed Group for the purpose of defining the elements and the proposal of the contents of the commercial agreement to the end of building that highway.

The president of the work group is Goran Vesic, the minister of construction, transport and infrastructure, and the deputy is Mihajlo Misic, the state secretary at the Ministry of Construction.

The work group has 15 members, among whom is Zoran Drobnjak, the acting director of the PE Roads of Serbia, as well as other representatives of this company and the ministries of construction and finance.

The president of the work group can, as said, invite representatives of other organs and organizations to take part in the group’s operations.

The construction of the Belgrade-Zrenjanin-Novi Sad highway, which has been pronounced a project of special importance for the Republic of Serbia, was first announced for 2019, then for 2020, then for 2021, and then for February 2022. The minister of construction, transport and infrastructure, Goran Vesic, announced at the beginning of this year that the construction would begin in 2024.

The popularly known Vojvodina P, according to the previously presented planning document, should be a 100-km road, with several interchanges, in the territories of four cities and three municipalities, that is, on a total of 4,000 hectares.


In early 2020, the Memorandum of Understanding and the Preparation of the Planning and Technical Documentation for the Construction of the Belgrade (Borca)-Zrenjanin-Novi Sad Highway was signed with China Shandong International Economic and Technical Cooperation Group.

The City Municipality of Palilula has published the environmental impact assessment study of the project of the Belgrade-Zrenjanin-Novi Sad highway. The subject of this study is the first section, from Belgrade to Zrenjanin, that is, from zero to 67+662.47 km.
